INTERPOL Headquarters in Lyon, France is responsible for the issuance of Red Notices against individuals sought for arrest by member countries.  These Red Notices are distributed globally to countries which enforce them against targeted individuals at land, air, and sea ports of entry. Unfortunately, INTERPOL relies heavily on the good faith of its member states in ensuring that warrants for arrest are valid and non-political in nature.  This blind faith has resulted in certain member states, including China, Russia, Venezuela, and Saudi Arabia in abusing the system and issuing Red Notices against political targets.

Mr. Cerda has represented dozens of clients in successfully challenging political and illegitimate Red Notices with INTERPOL, Lyon Headquarters.  Mr. Cerda has also addressed regional alerts with country authorities including successful obtaining bond or the release of individuals detained by the U.S. Department of Homeland Security on account of politically motivated INTERPOL notice and overcome these alerts to obtain grants of political asylum.
